The temp gauges used in '95-'98 9K's were computer-controlled and do not give a relative indication of actual water temperature. On my '95, slightly lower than horizontal is normal, and it will remain there when temps are at 150° or even 230°F, at a point when the fans activate. I have a VDO water temp gauge in addition to the stock gauge and can monitor this, and I've never seen the gauge go beyond horizontal under any conditions. I'm sure it would if temps ventured beyond spec, but it'd have to be pretty damn hot.
This is apparently an effort by Saab to reduce warranty complaints of overheating when the gauge approaches red, which was a common occurrance with older 9K's when in stop-and-go traffic. On a normal gauge, this is of course normal as the temp increases and approaches the fan-activation level. In cold weather, the gauge may linger below the usual point of normalcy. Even in Louisiana I've noticed this, and I know my thermostat is operating properly because I can monitor the temp downstream from the 'stat on my aftermarket VDO gauge. Although heat is quickly produced in the cabin, the gauge stays at minimum for several miles until the 'stat opens, which causes a quick reaction from the gauge as the warm coolant hits the sender. Unless it has changed its behavior compared to before the service procedure, under similar conditions, I'd say this is probably normal.
