Almost certainly the problem is with the contact where the wires under the fuse panel connect to fuse #9 or where they connect to the fuel pump relay. My 99 Turbo is currently needy in the same area - backed out of the barn yesterday and then refused to go any further. I've isolated the problem to one of two connections, should be about a 15 minute fix. If you want to send me a note off line I can try to get some pictures/video for you as I work on that problem later this week (I need to drive that car to "Saabs 'n Food in Oneonta" on Sunday, about a 2 hour drive each way!). I really think it's probably easier to fix that than to bypass the whole circuit. Before changing away from the 4-wire relay I would certainly study the wiring diagram carefully to understand what the 5th wire does. The fuel pump relay is linked to the ignition relay, and if your car has Lambda, to that system also.
