Just in case anyone is still looking at the posts this far down in the thread index...
I took the gearshift area apart and found nothing amiss external to the ignition switch itself. The reverse-lock gear and the spring it operates on were both working normally. I put a new switch in and it operates correctly again. So I guess it was just a defective switch.
But this will make you happy, Kevin: After verifying that everything was working correctly again, I went ahead and removed the reverse-lock armature anyway - I figure the intended theft-prevention aspect of that feature is no longer terribly relevant for my 29-year-old car, and I'll avoid any possibility of the thing acting up in the future. Plus I'm no longer a slave to the gearshift when I want to take my key out. Damn, that circlip on the gear's pivot pin was difficult to remove. Got a few extra cuts & scrapes to show for my trouble.
Incidentally, Saab is the only car make with this "retarded" reverse-lock feature, but most cars have the steering wheel lock instead...and I really hate that wheel-lock. I'm so glad my 99 and 900 don't have that.
Thanks for all the assistance, everyone - as always it is much appreciated.
