A decent body with little or no rust is a good find, as is a mint interior. Definately get us the year and model, that will at least help us visualize what kind of interior it has. Check the VIN on the dash by the driver side A-pillar. The 3rd and 4th digits of the VIN give the year(99762030165 for example is the 30,165th car made in Trollhattan in '76) If it's an EMS, those have the nicest interiors of all 2dr notchbacks. The badging on the hood and trunk will give the model type, and the color can give some indication of what it is also.
But the car doesn't run under its own power....it needs major engine work(new block?), or your considering a 16V conversion, which also is alot of work. If it's a later 99, it may even have the "all important" dimple in the firewall to allow for the conversion, without further modding or beating it in with a hammer(very crude IMO).
I agree with david, $1k-$2k is the price. Offer $1k, he can only say no. 16VT 99's are screamers because the body only weighs 2500-2700 lbs. Linked below is a friends conversion which he did last year.
