I'd try and press the piston back on before putting it back togethter, this may require you to remove the shiny piston from the bore. I rarely take those two halves apart...I mean I have, but there really is no reason to do it. It certainly shouldn't have been sloppy/falling off like that right out of the box.
The ebrake is mechanical, so installing the lever and rotating it will make the secondary piston move, even before you have it installed on the car.
If you still have doubts about the quality of the re-builts, call thesaabsite and have them send you another one.
