Doug, It would be very easy to swap the fuel gauge in the cluster. I'm sure you've got a spair cluster around you could practice the procedure on. The gauge needle simply pops on and off like a watch or clock hand. You could use the new pointer with the old gauge if color is an issue. I've done this sort of thing many times through the years, mostly on antique Chevy's and VW's...VW's being basically identical to the Saab. Let's put it this way...It is easier than a brake job. It is clean and easy work on your workbench. I wouldn't advise trying to modify the early sending unit unless it is bad because of availability. Besides that, the later sending units would need to be modified to fit (also do-able, but a lot more work) You could also try simply putting a balast resistor in line, but your gauge would float. If you ohmed out the sending units and found that all the ranges shared a common value difference, you could go to an electronics store and get the right balast resistor for a perfect performance. I do remember the early sending units were higher. So this could work. Again, too much work...simply change the gauge in the cluster. Email me if you'd like. Best of luck
