Well, my five day saga is finally over. I thought I was on to something when I sprayed carb cleaner around the throttle shaft ends. I would get an immediate surge and a smooth running engine. I decided to do a bit of web research before pulling the Weber 34 ICH off for the fourth time. I was hoping to find some o-rings or something to replace on the shaft. I found that it just has bushings and according to Weber's troubleshooting guide a small amount of leakage is normal around the shaft. I found the following helpful info on the Weber: http://www.aloharovers.com/howto/ichoverhaul.htm
It provided further insight to the idle circuit so I decided to give it another try before pulling the carb again. There is a horizontal passage that connects the idle jet to the air passage. Using the carb cleaner I was able to blow out some trash that I had missed when I had it apart the other three times. That was all it was and she runs great now. You'll note in the above link write-up some lead plugs that can be de-soldered to reach some of the hard to get to places. I didn't have to do that but I was prepared to if I didn't find anything in the idle pathway. I appreciate all the advice and encouragement to press on. I just sold this car on e-bay and Murphy's Law was after me big time. Thanks
