Loading up at idle

HI, I am still fairly new to the 96 (1971) but have managed to revive one after sitting for 15 years. It is now running.
At idle the car runs rough and appears to be very rich. If you get on the throttle and clear it out, it runs good at high RPMs. Drop down to idle and it runs good for about 20 seconds before the RPMs slowly bog down to where it runs rough. Occassionally will also shoot flames out the carb.
I have rebuilt the carb (fomoco) and installed a Facet electric fuel pump rated at 1 to 4 PSI. I always thought that fuel pumps would fill the float and then shut off but this is constantly pumping, though it doesn't seem to be spilling gas anywhere. The idle mixture screw doesn't seem to have much affect on anything except at extreme ends of the spectrum, I do seem to have it adjusted to where it runs the best, at least at higer RPM but no matter how lean I turn it (screw out) it still loads up very quickly.
Do I need a pressure regulator, I thought that a float could handle 4psi? Is something wrong witht he float? I took the top off the carb and the float seemed still adjusted right and the fuel level in bowl was about halfway.
