Pulsation from the rotors is still the most likely answer. Possible causes are numerous. Poor machining, machining with material on the rotor or lathe clamping surface (rust or other), material on the rotor or hub mounting surface (rust or other), bad wheel bearings, bad drive axle (rare but possible, usually produces other symptoms first), bent wheel, bad tire, I could probably invent a few more possibilities.
Step 1 is to pull the rotors and carefully clean their mounting surfaces inside and out, and the hub and wheel surfaces where they mate, 4 surfaces in all. Scrape, wire brush, touch lightly with a flat file if necessary, a whiz-wheel is acceptable here if you have one (but not in many other applications where it is commonly used), remount and check.
Similar vibration may be generated by out-of-round drums at the rear, but this is not common. Check for this by finding a safe place to drive at speed that produces the pulsation, then gently gradually applying the park brake. This operates the rear brakes only and will identify a problem from there.
If under any circumstance you can feel the steering wheel vibrate, the problem is probably at the front.
You say "I machined the rotor where the source of the vibration was coming from." A) How did you know where it was coming from? It would appear you were mistaken. B) Did you actually only machine one rotor and not the other? Maybe you identified the wrong side.
