Hi Derek,
What you have is a 3-contact flasher unit (pins L, X, and P). L is the input and should have two green wires on it- one from the turn signal switch and one from the flasher switch. X is a red wire that goes to the lights. The flasher has a thermal contact thingy and the X terminal should go on and off to drive the lights. THAT part seems to be working fine on your car. The 3rd contact is P and should have a green wire connected to your dash light. It should flash in concert with the X output. Yours doesn't. It's on all the time- stuck on I would say. That's why if you remove your flasher unit, the light goes out. So I would replace the flasher unit. I suspect it is bad.
