As you can see from all the well-considered thoughts and helpful advice it'll be a purely subjective choice...
I've owned numerous of both types, good and bad...
If you're after that real 'vintage', interesting, appeal then the 96 would be the one to go for - the 99 is very close to your 900 in style and temperament. The 96 is mechanically simpler but structurally more complicated; don't let the bolt-on panels fool you, there are a lot of places that one can rust inside and underneath, so buying a rotton one would be bad move - conversely the 99 is (a bit, not loads) more complicated mechanically but structuraly more simple; unless you buy a poor one or a smashed one, panel replacement isn't often necessary and little bits are easy to 'splice-in'. 99s are generally cheaper, being the 'forgotton' saab and too similar to the 900 to excite interest from some sectors...
With so many variations of performance & temperament even between models of 99 (try a 99L carb then a 99 EMS with fuel injection and the closer ratio 'box...!) you may need a relaxing drink to work out what you like.
Best thing really is to drive a few of each before deciding... if you're a saab enthisiast you'll fall for one [maybe both!!]
As always, best advice to to buy the best you can, as a poor one will only be heartache and ruin your fun.
