Hey bob, maybe you should help the guy out?!! Not all the manual give fuel pump depth specs...please.
ANyhow, yes...if you have the right attatchement on the fuel pump end, then it should be all the way to the bottom. The screen is there to filter out the crud. If you have a bad tank, that is another problem and least of all you will need to clean the crud as best you can or you'll be changing fuel filters all the time and having to take the pump out for screen cleaning way too often ( once is too often). good luck.
