I'd check the fuses first, then the connections at the headlight relay, then check the wiring through the rest of the car. It's very likely a bad connection somewhere since they both went out at the same time.
You don't say if it's the high or low beams that are out. The relay switches the input between the high beams and the low beams. (Note: the primary circuit in a relay is the switching circuit, which generally has small wires. The secondary circuit, with the heavier wiring, is being switched on and off.) The primary control circuit is powered from the ignition switch through the headlight switch to the relay and there is no power through the secondary (switched) circuit if the control circuit is broken somewhere. If it's only one set of beams, it's likely the output wiring to that circuit from the relay. If everything is out, look for a bad connection on the input to the secondary circuit and the primary control circuit from the headlight switch. You have power at the switch because you indicate that the parking and dash lights are working.
On any car that uses those German type fuses, it is well worth pulling the fuses out, pulling the ground cable off the battery and wirebrushing the contacts on the fusebox with a _small_ wire brush on a Dremel tool. Then replace all those bare ceramic fuses with the proper amperage Buss GBC (glass enclosed) fuses. (The real cheap _plastic_ insulator fuses are the worst to use because the plastic can melt if you have a bad contact between the fuse and the fusebox and that creates an even worse contact.) The bases on these fuses are plated and don't corrode the way that the ceramic ones do. You especially want to get rid of any with white metal conductors, as they really react with the fusebox contacts.
