I think there should be a diagram on the relay box itself. Easiest thing to do is to run a wire from battery+ to the terminal on the relay. Then run an earth wire if this still doesn't fix it. Next thing I suppose is to lever out the switch from the dash and arc a wire between the open circuit terminals. This does not sound like fuses. Do the other "switched" components work i.e. the ones that are fed by the switched live wire on the fuse box that supplies juice to the headlights?
