That taped hose is a problem and will upset the mixture on your MAF equiped NA engine. Tape adhesive will degrade. Sounds like it is the evap purge hose.
Your damp problems really are consistant with a high voltage leak. Dust and dirt on cables, coil face, distributor, boots and plug insulators becomes conductive when damp. All but the coil & plugs can be removed and washer in a sink if hot water, dried, baked, sealed with armorall, baked again and wiped free of residue. Clean the plug insulators and coil face with a whatever you need and wipe dry. Some armorall on the coil face and wiped dry also. The rotor is glued on in the factory, clean it in place.
You can remove the cover over the plugs at night and in the dark, watch for signs of spark leakage. Are the cables properly located in spacers? Start cold and it runs fine, spay water on the cables, distributor cap, coil etc, with a plant mister or something like that. See if you can see spark leaking and/or reporduce the problem with a light water misting. Things need to be relatively cool to do this. If hot, moister will evap quickly. I did this to track down a complaint of this type. When I misted an ignition resistor the engine stopped and would not start. A hair drier on the resistor made it work again. Owner then when to the dealer where they had been replacing things over and over again and got the service manager and mechanic, opened the hood, slight misting near that resistor and down it when. New resistor and never any problems after that.
Yes, armorall, I used it for that for years. It will penetrat defects in the cables, cap and boost and seal them. After a while it becomes a solid. And thats why you should not use it on trim...
