Continued Idle woes..only when wet

I continue to have idle issues with my 96 900s 2.3, whenever there is a lot of moisture in the air..rain, sleet, car wash. Recently, I have cleaned the IAC, TB, replaced cap/rotor, wires, checked plugs. The idle is always rock solid during dry days, but goes crazy whenever there is any water involved. Two days ago, I went through a car wash and as I pulled out the idle spiked. The idle will run up to 2000 and drop below 900 shudder and rise up again as the ecu attempts to fix the problem. Periodically, I experience a pretty violent shake and hum as the idle rises, which is fixed when you step on the gas. After the car wash episode, I raised the hood and noticed some water on the battery area, and along the side of the air filter. The wires/cap area was pretty dry. I also noticed when I cleaned the IAC that the hose on the left side that connects to the lower part of the TB had been wrapped in electrical tape. I'm thinking about replacing this hose but can't see how this could create the idle/rain problem. Again any help would be great...I'm not looking foward to spring if this continues.
