Loss of power and FPR (900SE V6)

I have a loss of power at mid range. Car seem to burn more fuel than usual in city driving and as usual on highway. The mileage is 118,000 KM. I do not beleive it is the O2 sensor. I am more inclined to start with the FPR.
1) Does that make sense?
2) Does the new FPR from eeuroparts.com come with the seals (o-ring and washer)
3) how easy is it to change the FPR?
