Yes, I would dump the man, he is overcharging and does NOT seem to be fully competent.
Did he replace the e-brake cables ($80 or so), one hour of lift work at most ??
Did he measure the shoes and drums ??These are basics - on any car..
There is a shaft seal (or should be), inside the distributer - when this is worn some oil will seep past - this must be checked during the major 90 or 120k service..
When new, the seal must allow an iota of weepage; this can be wiped off every 30K miles.
Seems as if your "indie" is giving you some sloppy service.
And I know, firsthand, AND on both sides of the fence, what this is like..
I will have to do at least 90% of all my own work, until I can no longer pick up a wrench..
Professionalism is sadly lacking in this field !!
