With two "sets" of coolant hoses do you mean that all hoses has been replaced twice (8 different hoses each time)?

Or could it be that they just replace the one broken hose at the time and now another hose broke that wasn't replaced the first time?

If all 8 hoses has been replaced twice you do have a problem with the engine in some ways. It could be a stuck thermostat allowing too much pressure to build up or a bad cylinder head gasket allowing engine oil to contaminate the cooling system and make the hoses "mushy".

Your 97 is most likely in the group or cars that had cylinder headbolt problems from factory and if the head bolts hasn't been retorqued at earlier times, it might be time for a head gasket now.
Or? If you are lucky it still might be possible to save the day by doing a retorque of the cylinder head bolts.

As for the clutch being heavy to operate. If the shop replacing the clutch the first time didn't do a good cleaning and lubrication job while installing the new clutch, it goes back to being really stiff very soon after replacement.

Even doing a perfect job when replacing those clutches it will get harder and harder to operate year by year until it it's time to replace it again.

With the 98 900 (and all 9-3) models, Saab went back to using a hydraulic clutch (as they use to have up until 94 C900) and after that we have seen a lot less problems with the clutch system.
