I never thought about that in a gas cap since I have associated a locking or non-locking type gas cap. When I had my Jeep a few years back, I was using the factory non-locking gas cap. Behold and lo, some kind and loving soul siphoned the gas from the tank! Hey, ran out of gas about a good two miles from the nearest Chevron station at the peak of summer in smoggy Los Angeles. Luckily, since I used to toss coffee cups and snapple bottles in the back seat, found a 16oz bottle. On my way to the gas station, had to stop by a mom-pop liqour store for another snapple - not that thirst overwhelmed me! Filled the two bottles, got a couple of freebie paper funnels from the attendant. Walked back to my beloved mule, dumped the gas in the tank, drove to the gas station again, filled it up with two gallons. Drove to Pep Boys and invested $15 on a locking gas cap! Punch line - went back to the gas station, cute attendant recognized me, made small talk (my sob story), filled the tank, and got her phone number! Well, I did not call her . . .
I think it should be non-vented (don't quote me on this) since it makes a low/faint hissing sound as the gas cap is loosened.
