The first generation OBD 2 cars have internal problems in the fuel computer and may never reach "readiness" state.
The Saab 900 non turbo 96-98 is one of them. The Volvo 960 96-97 is another. Here in CA, DMV have finally issued a waiver for the Volvo 960 but I'm not sure the Saabs yet.
You might have to take the car to a referee station (if your State have them).
Sometimes if someone have installed a too cold coolant thermostat (82°C instead of 89°C) it can stop the car from passing all the readiness flags because the engine is not heating up to the right temperature that is already programmed into the fuel computer.
