Well, the only way to rule it out is to make sure that everything installed on the car is of proper rating and in working condition.
Check for fault codes and maybe read and reset all the values in the fuel computer.
After that it is a matter of driving the car in a certain way so that you maximize the chances of the car testing and passing all the "readiness flags".
If the car refuse to set all flags to ready, you need to find a referee station where they have the authority to pass your car just based on that it is infact clean and everything is installed properly and in working condition.
A customer of mine was down at the shop about 2 month ago and I tried to get it through without any luck. He went to a referee station and got the car passed without a hinch. The quinky dink is that not all cars from those years are affected.
4 years ago when I was going through this ordeal with my Volvo it was no waiver in place from DMV and I had to go to a referee station. The next time it was due for a smog (2 years later) the flags were still not set when checking with my scantool but I took a chance and went to a regular test only station and the car passed right through.
The smog station owner was surprised himself since he could also see that the flags were not set, so that's how I found out that DMV had put a waiver in the smog system computer for that car.
If you don't mind the drive you can come down and we take a look at it.
It might take a couple of hours to check and drive the car to see if it will pass and the car also has to be started from cold when doing the drive cycle test so if you can leave the car overnight it is a lot easier.
