It sure happens that the timing chain can fail but the underlying reasons are usually neglect and if that is the case, the chain guides are worn thin too and could break shortly after a new chain is rolled in.
I assure you that if I would to take a chance of "just" replacing the chain from the top it wouldn't be long before some other parts failed in the timing/balance chain setup and I would take the blame because I "worked on it last".
If the chain is noise in any ways and the tensioner is extended fully, it is not only the chain that is worn but the guides too and the front engine cover should be removed to replace everything related.
