We've had a 1999 9-3 base convertible for almost 2 1/2 years. No significant problems mechanically. Did find a flaw in the roof material around the rear window, which necessitated replacement of the top under warranty, and I swear (though dealer doesn't agree) that the roof material isn't as taut as it was originally.
Before buying, try driving the car on a street that's not absolutely smooth. I've seen others comment about the "cowl shake" that is evident as the result of not having the hard roof. It is definitely noticeable on roads with some uneven surfaces. Also, the torque steer from the front wheel drive is something to check out before you buy.
A very minor annoyance has been one of the courtesy lights in the rear - one of them has hadto be replaced twice because the plastic clip prongs break.
In spite of the above, it's a fun car to drive.
