I have a 1999 SE too, and threw in new plugs and cleaned the IAC as well.
I didn't need ramps, though getting the overtightened 13mm drain-plug out required a long wrench and a lot of grunting under a hot muffler and my Abbott subframe brace. It was a bit cramped, and I'm not a huge guy (6'1", 175 lbs). My drainplug's head was damaged from repeated dealer impact wrenches, apparently, but I had a replacement one on hand-- you might want to consider that. As there was no way for me to read my torque wrench on reinstallation (I think specs say 20 ft/lbs), I just snugged it down to the point where I felt the threads bite, but not to gorilla tightness as had been done before. No leaks yet...
The filter is easy to access and hand-tighten. I used Mobil-1 0W-40W and a Mobil-1 filter.
If you don't want to spring for ramps, I've had good luck driving the car up on short stacks of scrap wood: a few inches can make a big difference under the car.
