You mentioned that your back-end is swinging out: A stiffer rear sway-bar will increase this tendancy to oversteer if nothing else is changed (i.e. it will exacerbate this problem). It sounds like you may have different tires/wear-levels between the front and back of the car, and may want to address this. Put the stickier tires on the rear to reduce oversteer.
After I added my rear-swaybar, I found that I could induce oversteer in some conditions (throttle lift in fast turns), whereas before the car would always understeer at the limits (whether braking or accelerating in a turn). Your preferences for handling characteristics will relate to your driving style.
Choosing your path to modification is obviously personal. I enjoy tweaking the chassis (don't neglect the brakes either!) to provide a more balanced ride than stock; a well-sorted car is more fun to drive at any speed. Boost is addictive though, and you soon find yourself delving into this realm. Any and all of the modifications you mentioned have their place; you just have to decide what you want out of your car!
