I own a 2000 9-3S silver 5 dr. I too noticed the 9-3's sloppy behavior in high speed lane changes. The following cured it.
B&G Springs, dropped about 3/4 inch
Koni adjustable shocks. Left on soft in the city, 1/3 turn front, 1/2 turn rear on for highway driving.
16 inch 5 spoke Mille Miglia wheels from Tire Rack.
215/50R16 BF Goodrich g-force tires
The genuinesaab.com steering rack kit and bushings are next plus KVR pads and rotors (maybe on the rotors), followed by speedparts ECU and exhaust.
I'm a firm believer in getting the handling sorted out first before adding hp. The car is already much more fun to drive than stock.
