Your best braking performance is going to occur when your tires are just starting to squeal; they will still be spinning, but slightly slower than the car is moving. This is called threshold braking. The goal of ABS is to maintain this condition to stop you as quickly as possible. Even on dry road, if you are going fast enough, it is possible to brake hard enough to trigger the ABS. The wheels shouldn't lock, but you should hear a slight squealing, and you should feel the pedal pulsing or vibrating.
I had an opportunity (or, rather, a necessity) to test my brakes from 45mph the other day, and all worked well. It was good to see the ABS system get the threshold just right so I could just hear the tires starting to squeal. Only harm done was to the box of oreos that had been sitting on my front seat and ended up hitting the dash pretty hard.
