... another outside consideration, based on the soot you describe, is a possibly clogged/blocked up catalytic converter. The cat and o2 sensor could suffer some damage if you run like this for any extended amount of time.. which would further complicate you problems.
..I've experienced this same type of surge a few years back. In the case of an older Honda CRX, it turned out to be the O2 sensor. And it did shoot out the CEL light/code as you suggest it should. With the other cars, the surge/idle issues turned out to be the converter....
I would also consider the fuel pump... especially if the electric load of the fan seems to trigger or aggrevate the problem more.....
