Yes, while the car is at the dealer they should be able to access all warranty work performed on it. Best decision before purchase you have made already is getting it checked out by a SAAB dealer. They will give you a complete list of anything that will need attention but.....with the 40K service just completed the car "should" be tip-top.
The turbo unit will probably never cause you any trouble as long as you change the oil on schedule. Use a good name brand full synthetic of your choice, change it every 5K and your engine and turbo will love you for it.
The top should be fine also for at least a few more years. For example, I own a 1994 convertible and just replaced the original top last year....and it still did not look that bad.
The only real problem with the '99 models were the climate control knobs/box breaking. If you have the manual unit, make sure the box has been replaced under warranty....if not, and it breaks it is a pricey job to have it replaced. Of course, if the car has automatic climate control, this is a non-issue.
Other than that, if the car has been maintained, it will be a very nice car to own. SAAB's get a bad rap for being "quirky" and "unreliable". Hondas they are not but... if you take care of it and get things fixed when needed and do the maintenance it will give you years of pleasurable ownership.
