It might not be PVC. It sounds like the same contruction as the FH APR I had to make my pneumo adjustable pop-off valve (it had a yellow blister pack card. It was a relieving type that HP does not carry any more. That unit worked well. There are a lot of plastic parts under the hood. So wait and see. I suggest that when hot out, after a run through some stop and go traffic, get under the hood and with a cloth or gloves, squeeze the adjuster 'bell' and see if that is softer in the heat or relatively stiff. Many plastics today have a fiber or glass component to get different properties.
Note that the PBV and BPC are plastic and the BPV and WGA have rubber type diaphragms. And the APR is rated for high input pressures. The APR will not see pressures higher than 15-22 and the APR only sees pressures occasionally and then typically for only a few seconds.
Welding PRs will be very heavy and not inexpensive. Lets see how your current APR works out. It has all the features that are needed and seems to be working well. Now see how it takes the heat. Can you located it out of view of the exhaust manifold etc?
