With the turbo engine, the Saab Sports exhaust is hard to beat for cost or performance. Yes, you can do the downpipe/cat as well. All restrictions present an opportunity for improvement. The downpipe/cat is effective, but costly. Do the 3" duct mod, TBTC mod, remove turbo compressor discharge silencer first. Your IC is very restrictive, and from a cost/benefit point of view, perhaps a Viggen IC before the downpipe/cat.
You engine will work very well with a MBC+A. With any 1997+ engine, a retorque of the head bolts is a good idea, and check for conditions under the vavle cover at that time.
