certification process

I just bought a certified 2000 9-3 hatch from a dealer in the Chicago area and I live in Memphis so I bought it sight unseen. It got here about 9:30 pm last night (trailered) after dark. This morning after daylight, I noticed a small windshield crack where the car had obviously been hit by a rock and it appeared to have been repaired (plugged by some acrylic substance) some time ago. I am sure that if there is any question about whether this has been plugged, I can have my insurance company inspect it. The crack is very small but very obvious and my feeling is that at some point I stand a fifty/fifty chance of having to buy a new windshield. I had to have one replaced before and it cost me and my insurance company about $1400.
Question. Should a certified car have a defective windshield?
I notice that Saab certification has a 110 point inspection but I can not find a link anywhere to tell me what this 110 point inspection entails. Does anyone know how to find out what this 110 point inspection entails? I also noted that the interior overhead light switch is out place in the overhead console (it is dangling on the inside of the console) but I think this is an easy repair and easily overlooked.
I am a Saab nut. I have leased eight new Saabs since 1999 for me and my family (four 9-5's and four 9-3's) and this is my second used Saab purchase since then. My first used Saab purchase was a real mistake so I thought I would go certified for some protection. I thought the one of the ideas of certification was that you could buy a car sight unseen (like a new car) and feel reasonably comfortable about it.
Would appreaciate all the ideas and input I can get. Thanks in advance.
