It is not the AC.
When the compressor is running, the pressure increases on one side of the compressor, and decreases on the other side. The recharge port is on the low pressure side. The charging pressure tables apply to an AC system running at maximum, which is when the low-side pressure is the LOWEST it can be (to help get the refrigerant out of the container). With the engine and compressor off, the pressure at the charging port increases. If you measure the pressure with the AC off, it will normally be higher than during charging. Much higher when the engine is turned off but still hot.
The pressure has nothing to do with starting the car.
