Having both a NG900 and a 9-3SS, I feel the quality is as good in the 2004 model, or maybe even better than the 1998 model. Certainly the 9-3SS benefits from a more advanced chassis design and thus improved handling and ride quality. Fit and finish has not been an issue at all, and I have had no mechanical problems, rattles, squeaks, or electrical problems.
Many things between the models will be subjective (how well you like the seats, dash layout, etc.), however, the new 9-3SS seems very well built. There are less do-it-yourself maintenance and upgrade items on the 9-3SS due to increased level of computer integration and the overall design and layout of the vehicle. One can consider that a negative or a blessing, depends on your desires to get your hands dirty. :0)
