There's been a lot of confusion on this board. As far as I'm aware, all 9-3s, even the early '99s, have the short belt, at least in the US. I have an early '99 9-3 (built March '98), and it has the short belt. I think the confusion might be related to '98 9-3s sold in Europe (US didn't get the 9-3 until MY99), which might have the older belt config...I don't know.
In any case, the parts are available from eEuroparts for a total of $67.90. The idler pulley changed mid-99, starting with VIN X2028401 (hatchback) or X7022779 (convertible), but the price is the same. Dealer may charge you twice that. Anything more than an hour of labor is a rip-off; it should only take the mechanic about 20 minutes if he's any good. DIY is easy. Tools required are:
(1) breaker bar or extension with 1/2" square end.
(2) a strong nail
(3) 8mm and 10mm sockets for removing panel in wheel well. Don't ask me why Saab used two 8mm and one 10mm in that location.
