I guess it could be several different places. The trick is finding it.
The top end of each strut is held in a bearing that's supposed to pivot but not rattle sideways. The ball joint at the bottom of each strut is supposed to pivot but not rattle sideways.
Each tie rod has joints at each end (4 total) that are supposed to pivot but not rattle sideways.
My trouble is I usually post an answer as if YOU are gonna DIY. If you reach under & feel what's loose, you're doing better than the mechanics (so far...) Otherwise you're gonna have to trust one of them. Maybe you can get the mechanic to SHOW YOU why he thinks it's the strut, or the rack, or whatever.
