I agree it looks like an obvious design screw-up.
I went to the hardware store, bought a $6 pair of metal snippers, cut the carpet back, and then used the snippers to cut a correct sized hole adjacent to and intersecting the boo boo hole, giving a mechanic the opportunity to access the pump without dropping the tank. Then I took the car to the shop and let them do it (just the pump not the whole assembly) and b/c of my new hole, I saved 1.5 hrs labor. I did not cut the metal hole completely out, but left a kind of flap, so it folds back in place, providing some protection for fumes, in case. I duct taped the new seam.
I strongly suggest everyone consider this method, given the obvious problems with the tank, its straps etc.
