You can put any rated tire on any car if that tire is available in the proper size. However, of course, you sacrifice some performance with lesser and lesser rated tires. Tire ratings are based upon, among many things, the tires ability to cope with heat. Heat, generated by both speed and the demands on the tire by the car's handling ability, can cause premature wear or failure of tires that aren't rated (hence designed) to cope with such. Higher rated tires also tend to have stiffer sidewalls to enhance handling and steering response.

Now, as far as what is recommended for your son's Saab, most of the tires that would fit it will be V or Z rated. However, there are some really good ones that are only H rated. Opinions about specific brands and models are a dime-a-dozen. He should let his budget and your experience (and the experience of those on this board) dictate what he buys; not some pushy salesman trying to make a few bucks.

I've had reasonably good luck with BF Goodrich Comp and Traction T/As. They're quiet and handle well and aren't too expensive. I've also used, on occation, Kelly Springfield Road Huggers, and they were also pretty good.

As far as tire size, look at the sticker on the edge of the driver's side door for what is designed to go on this car. I have a '95 900 SE Turbo and it says that it uses 205/50/16s. Larger tires will cause the speedometer to read inaccurately (it'll read a slower speed than what you're actually travelling). So, tire size is pretty important. You can mess with it a little, but, there really isn't much need to. Here's a neat link to a tire size configurator that will allow you to see how different tire sizes work.
