Performance rated tyres will stop faster in the wet/cold or dry compared to a passenger tire with high wear ratings. The performance tire also allows for better outcomes in accident avoidance maneuvers. Tyres determine emergency stopping distances, not the brake pads etc.
The savings of a lesser tyre might not really exist.
As for safety issues with H rated tires on 16" rims. If these were fundamantally dangerous, would a tire company really make them?
Personally, I feel that many high wear rated tires are dangerous.
