I had the same symptoms you described on my '98 SE Conv. Bought the car in the fall of 2003 at 116,000 and the roof was fine for a year and then statrted leaking, filling the roof rail and sloshing out as the car moved about. I tightened the clamp down hooks at the roof leading edge but that did not solve the problem. Bought Ragg topp and that worked great but a few months later same problem - so I got some more and used it every few months. Heard a review of the 303 product and that was good for a year and I reapply it now vevery 12 mo. just to be safe.
Water beads up during light rain but with prolonged exposure to water the material looks soaked yet still does not leak.
The leaks had caused corrosion of the drivers seat memory switch and I had to take it apart and clean the terminals.
