I've had best luck with an impact screwdriver. Kinda like a screwdriver handle that you hit with a hammer. Of course, use plenty of penetratant like PB Blaster or whatever.
If that doesn't work, drill off the head. That screw isn't really needed, it's just to hold the rotor on during assembly. Once the wheel is installed, the lug bolts actually do the job of holding it together.
