High pressure in cooling system

Hi all,
Let me describe the issue, and what I have done so far. I noticed a minimal leak of coolant from the front passenger side of the engine. Upon opening the hood I see that the upper radiator hose is ballooning/bulging so much that it looks like it is about to explode. Seems like too much pressure, so I replaced the radiator cap and the hose which was ballooning. While going through the hose replacement, I took out the thermostat and tested it - fine. I removed the lower rad hose, flushed (with garden hose) the radiator from top to bottom, and also flushed backward through the engine. Both flushes let water flow freely to the removed lower rad hose so it seems that everything is flowing nicely. I replaced the thermostat, upper and lower hoses, new cap and new coolant (70/30). I start up the engine and let idle/warm up for 15/20 minutes. The temperature gauge reads right in the middle the entire time. Cooling fan comes on intermittently as it should. Here's the thing. I feel the top rad hose and it feels like it has about 30+ lbs of pressure in it (I liken it to my mountain bike tire which runs 30-40 lbs). My old cap has 130kPa on it which converts to 18 lbs. So - I don't know why, and have run out of ideas as to why it builds so much pressure. This might be another clue - I'll start up the engine and coolant in the reservoir almost complete drains as it gets warmed up and the pressure builds. Then after turning the engine off I'll loosen the cap slowly and the coolant will come rushing back into the reservoir, filling it. Any ideas will be appreciated, Thanks.
