My standard response is to point out that tires determine the emergency stopping distance, wet or dry. The brakes do not matter as long as they are in decent working order. So tires for longer miles will have longer stopping distanced VS a good performance tire. In hot climates, tread age hardening also can make a high mileage tire so hard that the tire becomes very dangerous and in some cases, should be trashed even with lots of tread left.

So performance tires will allow for shorter stopping distances and better accident avoidance. Perhaps with your climate you get roads that become very slippery when it rains... Consider the added costs of performance tires as a form of insurance that provides for reduce accident risk,
