It is only a little bit of oil coming out when the valve is removed.
Yes you move the intake cam toward the back of car. I usually give it a light tug and listen for the tensioner to hear if it makes a click. That way I know if has taken up some slack.
I can also get a feel for it by lifting the timing chain with my fingers between the two sprockets.
If it is lots of slack there, I know the tensioner might have a click to give in tension.
All this though is things that I have learned through the years and it might be difficult to know what's worn or not when looking at it for the first time.
We are all so different in our mechanical skills and it's hard to know where the other poster is as far as wrenching away knowledge.
