Boost gauge / turbo question

At the risk of sounding like an idiot, I've got a question. I have a '97 900 SE Turbo. I've noticed that when the ignition is on but the engine is not running, the boost gauge needle sits right between the white and the yellow bands. When I turn on the engine, the needle goes to the bottom of the white band.
I assume this means that a reading in the white indicates 'vacuum' and a reading in the yellow or above indicates 'boost'. In that light, it sort of makes sense to me that the needle would sit right between them when the engine is off.
Assuming that's true, here's my question: Under acceleration in first gear, the needle only reaches to the 'neutral' point (sometimes higher but not much) even up to 5,000 RPM. Does this mean the turbo is not actually boosting in first gear? How is the gauge supposed to read in first gear? I always get expected boost in other gears. I'm guessing that the turbo is spinning in first gear, but wondering if the APC vents the pressure? Very curious.
