A NG900/OG9-3 is not known for it's smooth ride. The suspension has lots of travel, soaks up the big stuff well, but the compliance is poor. The little bumps come through, you never have to wonder what kind of surface you're on, you can feel it. A 9000 has a more compliant rear suspension type, a straight axle. The OG9-3 uses a twist beam, good for space, not so good for compliance and ride. A 9-3 Viggen is just plain stiff, check your fillings, none of which is well received by a hatch back bodystyle.
Having said that the ride and handling characteristics of a 9-3SE can be quite enjoyable, you feel the road, not objectionable at all. That and the turbo make a 9-3SE a very entertaining car.
The 1st choice for ride is a Saab 9-5. Dunno' why your mechanic is spooked, maybe he's still living in V6 900/9000 land. 9-5s have been the morst reliable Saab of all time, endorsed by Consumer Reports even for saftey as well as reliability. The V6's in particular have been bulletproof. The 9-5s have fully independent multi link rear suspension with excellent compliance and a wonderful ride. Even the wide tire lowered sport suspension of the Aero is still a better ride than any 9-3SE.
A 2003 and up 9-3SS, Lineaer, Arc, Aero, 2.0T has a nice ride too with it's all independent multi link rear, and a phenomonal balance and neutrality with it's Re-Axe passive rear wheel steering.
