All of us here are only trying to help. It is important to compare apples and apples.
No one else except the mechanic at the shop and you have seen the car, the rest of us are only offering help based on what you write.
The left and right stanchion arms for a 95 1/2 and older retails (suggested list price)at $260.00 each, not $99.00 as you write. Yes, maybe an after market version might be found somewhere else for a lower price but the suggested list is $260.00 for the genuine Saab one.
We don't know why they choose to replace them and it seems that it was the wrong part to replace to fix the noise you complained about since you still have the noise.
That doesn't mean they were not bad but they were not the parts that created the noise.
We also don't know why they didn't just replace the rear bushings in each stanchion arm.
We also don't know if they are a Saab specialist with access to all parts programs and such or just a general repair shop with limited knowledge about each part in the system.
The "kit" to update 95 1/2 and older to new style is not sold by Saab anymore but maybe it can be found through other sources, I'm not sure.
It is strange when a shop replace a part and charge for it to correct a specific noise and the noise is still present. You would think that they would do everything they can to fix the problem before releasing the car to the owner, but then again, the noise might only be heard when passing over a certain type of speed bumps that you have close to home and not close to the shop and in that case, it is important that you ride together with the mechanic until you both hear the noise so that eveyone is talking about the same thing.
Upper strut mounts are quite common on these first 900s due to that the shocks went bad on them so that might be what they talk about now. In that case, the shocks should be replaced together with the strut mounts.
