The price I paid for rotors was for all the parts you mentioned. I also heard the compressor going bad while on the road trip and I think the belts were affected because I smelled burnt rubber.

Aside from the higher than normal labor rate [they're $88 p/h while the dealership is $100 p/h] and the rear shocks diagnosis [didn't notice a huge diff. with the new Bilsteins] I think he's legit. The fixed OPS switch did away with an oil smell coming from the engine that was bothering me from day one. The chains being noisy confirms what another mechanic told me [from my pre-purchase inspection].

What I forgot to mention was the fact that the tranny fluid also needs to be changed out though this job has taken a backseat to more pressing issues [I'll probably get it along with my next oil change]. This fluid issue and the rotors struck me as things the dealership should've done as a matter of course when they were turning around the car for purchase- even though they did knock $1000 off their original asking price.

Regardless- avoid International Motors- Saab in Falls Church, VA.
