Try taking the rotors back off & file the crud off the hub surface. Then before you bolt em back on, spin the rotor around on the hub, to see whether you can feel any unevenness.
Of course, if you can get your hands on a dial indicator, check them for runout. Use a couple of big washers under the lug bolts to clamp the rotors properly when measuring runout.
